En el derecho comparado s\u00ed encontramos disposiciones que regulan la posible actuaci\u00f3n de las distintas monarqu\u00edas en situaciones similares. Dinamarca le permite emitir en casos de especial urgencia normas provisionales con fuerza de ley; en Luxemburgo, si el Gran Duque constata que la C\u00e1mara est\u00e1 imposibilitada de tomar medidas, puede emitir normas reguladoras en todos los asuntos, incluso derogando leyes existentes con la \u00fanica limitaci\u00f3n de no poder disolver la c\u00e1mara de diputados.
